AAPA Urges OMB to Alter Proposed Termination Rules for Port Grants

AAPA submitted a comment to the Office of Management and Budget urging changes to a proposed regulation that would expand OMB’s role in setting government-wide rules for federal award administration. The proposal would allow federal awards to be terminated at any time if they no longer effectuate program goals, agency priorities, or the national interest, including for reasons not laid out in recipients’ grant agreements. AAPA requested that hard infrastructure projects like port facilities be exempt from post-award terminations, and that projects with outdated policy mandates be given the chance to amend their plans before facing termination.
